The objective of this project is to analyze the technical, financial, environmental, and social feasibility of the use of renewable energy for pumping irrigation water under the Egyptian “National Land Reclamation Project.” The study involved reviewing and identifying appropriate modalities to build the capacity to apply, operate, and maintain the RE activities.
The feasibility study included:
(i) Analysis of various renewable energy sources (wind, biogas, and solar) and technologies for three study locations;
(ii) Supporting the Ministry of Water Resources (MWRI)/Ground Water Sector (GWS) in the preparation of tender documents for the use of renewable energy systems in the land reclamation program;
(iii) Financial and economic analysis;
(iv) Providing training on renewable energy systems for design/operation and maintenance;
(v) Organizing workshops and awareness campaigns;
(vi) Implementing two pilot areas (pumps and renewable energy sources) in South desert at Upper Egypt (West-West El Menia) and North Coast at Moghra.

Firnas Shuman scope includes:
- Undertaking comprehensive feasibility study for the use of groundwater for irrigation by analyzing different renewable energy technologies and systems;
- Preparing the necessary value for money and Public Sector Comparator (PSC) analysis, risk analysis, and optimal allocation of risks for the project, as well as market sounding exercise;
- Assessing the use of groundwater source for appropriate agriculture cropping pattern, and irrigation system for maximizing the use and sustainability of groundwater resources;
- Providing advisory services to the procurements of the national reclamation project components and support the Executive Agency for the preparation of tender documents for irrigation hybrid energy system;
- Implementing two pilot areas at Upper Egypt (deep groundwater) and North Coast (shallow groundwater), for the use of solar and wind energy or hybrid systems;
- Assessing the sustainability elements including estimates of operation and maintenance cost. The study assesses different storage systems technically and financially;
- Providing capacity building and training for MWRI/GWS staff on the design, implementation, operation, and maintenance for renewable energy use for pumping irrigation water;
- Preparing an Environmental Impact Assessment and climate change risk assessment for the implementation of renewable energy in the three study locations.
