The Egyptian New and Renewable Energy Authority, supported by the funds of the French Agency of Development (AFD) has decided to build, operate and maintain a 20 MW photovoltaic, grid-connected power plant located in Upper Egypt, in Kom Ombo.
The scope of the project included performing a feasibility study as well as financial, environmental and economic studies and preparing tender documents for contractors. NREA has started a tendering process through which Firnas Shuman has been awarded the project.

Firnas Shuman team was responsible for:
- Feasibility assessment: developing the conceptual design, evaluation of right of way, evaluation of cost, selection of conductors and cables;
- 8-months Solar resource assessment: supply, installation, commissioning, operation and maintenance of a meteo-station providing the information required to undertake the resource measurement campaign;
- Assessment of grid interconnection: evaluation of grid connection options (loop on existing transmission line, integration into sub-station, capacity of existing switch-gear and transformers and potential for expansion) at voltages ranging from 22 to 66 kV, and distances from 11 to 26 km;
- Development of financial model: Calculation of tariffs and cost of electricity;
- Development of national economic model to assess the impact of the PV plant and prepare tendering strategy and tender documents for contractors;
- Assessing the potential environmental and social impacts and propose mitigation measures: develop Environmental and Social Management Plan (ESMP), including for mitigation of impacts during the construction.
